Makueni County assembly yesterday evening adopted the Sh.11.436 billion supplementary budget estimates II for the 2021/22 despite claims by nominated Member of the County Assembly (MCA) Bernadette Mutisya that their arrears have not been included.
The Vice chairperson Budget committee who is also Kasikeu MCA Julius Tangai however disputed the claims saying the nominated members had been awarded Sh.11million to cater for their arrears.
“We have amended the county assembly supplementary budget estimates to cater for ward office arrears for the nominated members and other priorities. They will be awarded Sh.11illion which will cater for their arrears which is already 85 per cent cleared, “said Tangai
The budget estimates II reading exercise chaired by Member of Speaker’s Panel Issac Munyao saw an increase of two per cent (Sh. 185, 259, 135) from the revised budget estimates I of Sh. 11, 251, 039, 704.
Mutinda added that an increase of four per cent (Sh.7, 239,884,132) from Sh. 6,979,637,023 was realized on the recurrent budget and a decrease of two per cent (Sh. 4,196,414,706) from Sh. 4,271,402,680 in the development budget.
The committee observed that the absorption rate for development was at 16.34 per cent as at February 2022 which implies that most projects/ programmes have not been implemented.
“The upgrading and construction of male ward and theatre at Mukuyuni Sub- County Hospital and construction of staff house at Kilala dispensary will be funded in the FY 2022/23 budget estimates,” noted Mutinda.
The House was expected to pass a supplementary Appropriation Bill yesterday afternoon at the Assembly chambers.
